A massive legal explosion rocked the Randburg Magistrate’s Court as suspended Deputy National Police Commissioner Shadrach Sibiya made his dramatic first court appearance following a high-stakes law enforcement sting.
The senior law enforcement official was taken into custody inside an upmarket Sandton strip club before being transported directly to the dock.
While journalists were barred from entering the courtroom proceedings, official court charge sheets exposed the horrifying details behind the multi-count criminal prosecution.
The formal allegations state that Shadrach Sibiya established initial contact with the 16-year-old daughter of one of his personal associates.
According to the official charge sheet, the associate connected his 16-year-old daughter with Shadrach Sibiya specifically to arrange transport and travel details via WhatsApp.
Following the initial contact, Shadrach Sibiya began transmitting highly explicit digital content directly to the 16-year-old girl, continuing the explicit communication over several weeks.
The detailed charge sheet further reveals that Shadrach Sibiya subsequently targeted the 16-year-old girl’s 18-year-old female friend.
Shadrach Sibiya escorted both young women directly to the exact same Sandton strip club where law enforcement later executed his arrest.
Inside the adult establishment, Shadrach Sibiya continuously plied both victims with alcohol until they reached a state of severe intoxication.
The state explicitly alleges that Shadrach Sibiya then transported the intoxicated victims to a local hotel, where the violent sexual assaults took place.
National Prosecuting Authority spokesperson Phindi Mjonondwane formally confirmed the full scope of the severe criminal charges outside the courtroom.
“We had appearance of the Mr. The matter was then postponed to the 29th of September for bail hearing and that was a Schedule 6 because of the minor that is involved in this particular instance and it is around the issues of grooming the minor child and then it is the issue of rape that was involved in among other charges”, Phindi Mjonondwane stated.
Phindi Mjonondwane confirmed that Shadrach Sibiya faces five distinct criminal charges, comprising three counts of child grooming, one count of human trafficking, and one count of rape.
Following the initial dock appearance, the court ordered Shadrach Sibiya remanded in custody at the Kgosi Mampuru Correctional Centre until September 29, 2026, when formal bail proceedings will commence.
State prosecutors confirmed that law enforcement intelligence revealed a high-risk possibility that Shadrach Sibiya would attempt an active escape if held at a standard local police station or at the Johannesburg Central Correctional Centre.
“Our prosecutor was very clear that they are opposing bail on the basis of the information that they have put before court. The investigating officers have taken it upon themselves to protect the witnesses”, Phindi Mjonondwane declared.
The prosecution informed the magistrate that active witness intimidation was already occurring, citing a specific intimidation attempt that transpired as recently as 2:00 p.m. on the afternoon of the court appearance.
Addressing inquiries regarding the broader network surrounding the accused, Phindi Mjonondwane confirmed that an organized group is actively operating alongside the senior official.
“It is not only the accused person, but there is a cabal of people that are working with him that they believe will intimidate the witness”, Phindi Mjonondwane revealed.
State officials declined to disclose the total number of protected state witnesses, citing active ongoing operations to arrest additional members of the syndicate involved in witness intimidation.
“We do not want to say anything about it. Possibly when the catches that we are looking for that were used to do this intimidation are done, it’s possible that there might be more”, Phindi Mjonondwane added.
Reporting live from Johannesburg, Eyewitness News journalist Alphaghafari Mchunu confirmed that Shadrach Sibiya was not permitted to enter a plea as formal trial proceedings have not officially commenced.
Alphaghafari Mchunu confirmed that Shadrach Sibiya remains incarcerated behind bars at the Kgosi Mampuru Correctional Centre as the nation awaits the formal Schedule 6 bail application set for 9:00 a.m. on September 29, 2026.
