Shocking revelations surfaced inside the Madlanga Commission as former head of the Hawks Lieutenant General Godfrey Lebeya took the witness stand and denied all knowledge of notorious individuals operating directly on the radar of the South African Police Service.

The inquiry turned explosive as evidence leaders confronted Godfrey Lebeya regarding his complete lack of awareness regarding figures known to his direct subordinates, including KwaZulu-Natal Hawks head Major General Lesetja Senona.

Testimony revealed that on December 6, 2024, during a police Task Team operation at the home of Katiso Malefane, an individual named Malcolm X placed a direct call to Godfrey Lebeya.

During the raid, Katiso Malefane was present alongside an individual identified as Mr. Mtetwa.

Godfrey Lebeya claimed the phone call from Malcolm X served merely as a precautionary measure to verify that the officers on site were legitimate authorities and not criminal impersonators.

Subsequent text exchanges displayed before the commission exposed deeper interactions following the completion of the police operation.

A text message sent from Malcolm X to Godfrey Lebeya at 17:48 stated: “Thank you for sending people who verified that these gentlemen are policemen. So not hawks members policemen and King Nyambose really appreciates all your efforts, General. It is a pity that the policemen you sent were not allowed inside the yard and house”.

Evidence leaders pressed Godfrey Lebeya on why Malcolm X expressed disappointment that the dispatched officers were kept outside the premises if the sole objective was identity verification.

Godfrey Lebeya maintained that his intention was strictly limited to verification and that he held no interest in entering the property.

Recordings further confirmed a three-minute phone call between Malcolm X and Godfrey Lebeya later that evening at 21:52.

During questioning, Godfrey Lebeya admitted he did not inquire about the identity of King Nyambose or Mr. Mtetwa during the call, nor did he ask why Malcolm X sought assistance to access the residence.

Evidence leaders presented photographs identifying key figures linked to the ongoing investigation, including Mr. Civi, who appeared in a white sweater alongside Mr. Mtetwa during the December 6 arrest.

A second photograph displayed before the commission brought forward clear full-body images of additional key figures previously known to the public only by name or through funeral programs.

The photograph displayed Zayne Gumede on the far left, standing beside Ignatius Mutakati, with Muzi Mkhwanazi positioned in the middle, alongside Mr. Civi.

When asked directly if he knew Zayne Gumede, Ignatius Mutakati, or Muzi Mkhwanazi, Godfrey Lebeya stated under oath: “I do not know him at all”.

Evidence leaders highlighted the stark contradiction within the Directorate for Priority Crime Investigation, pointing out that senior officers such as Major General Lesetja Senona were previously too terrified to speak the names of these individuals in public hearings due to their dangerous reputation in organized crime.

Pressed on how the national head responsible for serious organized crime could remain completely ignorant of major syndicate targets known to provincial leadership, Godfrey Lebeya replied: “I don’t think that it is strange that we do not know all people in South Africa. I do not know them”.

Commissioners rejected the response as dismissive, reminding Godfrey Lebeya that investigating organized crime syndicates falls explicitly within the mandate of the Hawks.

Under intense scrutiny, Godfrey Lebeya conceded that the failure of provincial leadership to share intelligence regarding these criminal networks represented a monumental institutional collapse.

Godfrey Lebeya stated: “I accept that. And I can also indicate that the one who had the information as an individual failed the organization”.

The proceedings concluded leaving severe public doubt regarding the internal communications, bravery, and overall operational efficiency at the highest levels of national law enforcement.
